BRUSSELS—The European Union agreed to open membership talks with Ukraine, a major political boost for Ukrainian President Volodymyr Zelensky, as the bloc’s leaders continued to discuss whether to also offer significant new financial support to Kyiv.
The decision, which came with the abstention of Hungarian Prime Minister Viktor Orban, left open when membership talks would actually begin in an accession process that could take a decade or more.
