U.K. Moves to Use Frozen Russian Assets to Help Ukraine Rebuild

As Russia’s ruinous attacks on Ukraine mount, Britain’s government is proposing legislation that would enable it to divert frozen Russian assets to the rebuilding of Ukraine and keep sanctions in place until Moscow pays compensation to its war-torn neighbor. The British announcement is in line with a decision last month at the annual Group of 7 meeting in Hiroshima, Japan, to freeze the estimated $300 billion worth of Russian assets held by banks and financial institutions in those countries — including Britain — “until Russia pays for the damage it has caused to Ukraine.”The issue of seized assets is highly contentious. While governments have the power to freeze assets, the European Central Bank has privately warned Brussels that confiscating Russian funds or giving the earned interest on...

What’s closed and what’s open on Juneteenth 2023

Monday, June 19, marks the third time Juneteenth is observed nationwide as a federal holiday. A commemoration of the end of slavery in the United States, Juneteenth is also called Freedom Day or Emancipation Day, and its roots date back more than 150 years. The origins of Juneteenth stem from an important date after the Civil War — June 19, 1865 — when the Union General Maj. Gen. Gordon Granger arrived in Galveston, Texas, to inform the country's last enslaved people that they had been freed under the Emancipation Proclamation. Even though the proclamation had passed years before, that day in 1865 is remembered as the effective conclusion to centuries of slavery in America. As the Black Lives Matter movement gained renewed momentum in 2020, so did public interest in the significanc...

It’s Too Soon to Say Whether This Is a Bull Market, but Invest Anyway

The headlines and market analyses of the last few weeks, saying that stocks are in a bull market, may be a comfort even if they are potentially misleading. They are based on the unassailable fact that the S&P 500 has risen more than 20 percent from its last bottom, which occurred on Oct. 12. News that the Federal Reserve expects further interest rate increases this year has weighed on the market. Yet if inflation, which rose at an annual rate of 4 percent in May, drops substantially, the Fed might hold rates steady, or even start to reduce them — and the stock market might well keep rising. But is this really a bull market? It may ultimately turn out to be one, but right now, there are some big caveats.First, if a bull market means to you that stocks are trending unequivocally upward, t...

They can compare the aromas of various strains of mari...
